Humanitarian Protection Advisor

12 month fixed term contract
Based in Eastern Chad (50% in Goz beida, 25% in Abeche, 25% in Ndjamena)

Salary: £21, 990- £28,821 net per annum + attractive benefits

Reporting to the Country Director, the role of the Advisor is to support the development of the Oxfam programme in Chad through advising programme staff on protection in all phases of programme design and implementation, through delivery of protection elements of the programme, and through policy work that aims to bring about sustained change in the protection environment for women, men and children in Tchad

La situation explosive qui prévaut au Tchad oriental a atteint un tournant décisif. Avec plus de 200.000 réfugiés et 170.000 PDI au Tchad oriental, il y a une énorme pression sur les ressources naturelles, ce qui aggrave les conflits existants entre les différents groupes. En 2008, la communauté internationale a envoyé une Mission civilo-militaire pour assurer la protection de la population civile et de la communauté humanitaire- Avec plus d'un demi-million de personnes ayant besoin d'une aide humanitaire, une crise alimentaire qui se profile et le départ imminent de la MINUCART, les problèmes de sécurité sont loin d'être résolus. En tant que coordonnateur de protection vous jouerez un rôle indispensable pour remédier à cette situation en apportant un appui consultatif au travail de réponse humanitaire d'Oxfam .

Mission
Oxfam GB a proposé un programme de 12 mois afin de se concentrer sur trois domaines principaux: l'eau, l'assainissement et la santé publique, réponse de protection aux urgences humanitaires et sécurité alimentaire d'urgence. Vous jouerez un rôle actif en appuyant la généralisation de notre protection - en bref, changer de manière significative la protection des femmes, des hommes et des enfants au Tchad. Vous utiliserez votre compréhension approfondie des populations déplacées et des victimes civiles pour analyser soigneusement les questions de protection et par la suite informer les dirigeants et influencer la politique en son sens plus large. Vous collaborerez également avec les autres pour veiller à ce que le plaidoyer et la protection soient en accord et efficaces à tous les niveaux.

Profil

Tout ce qui mérite d'être fait comporte des risques. Heureusement, avec votre grande expérience sur les questions de protection et la conduite d'analyses politiques, vous serez la personne qu'il faut pour nous aider à nous attaquer à une situation aussi délicate. Vous en savez beaucoup sur l'humanitaire international, les Réfugiés et la législation en matière de droits de l'homme et demeurez sensible aux tensions politiques, religieuses et sociales. Un bon meneur d'hommes et un bon gestionnaire de budgets, vous maîtrisez les TIC et parlez couramment le Français (l'idéal serait l'anglais)

Vous devriez être prêt à travailler selon des horaires flexibles et à beaucoup vous déplacer dans le cadre de votre travail.

Dimensions

The Protection Coordinator is expected to play an active role supporting protection mainstreaming, as well as managing the stand-alone protection programme. The successful candidate will have a strong background and understanding of the basic rights of displaced populations and other civilian victims of violence and an ability to advocate locally in a constructive and inclusive manner. The candidate will also have experience of working with local partners and will be able to ensure the maintenance of a good quality programme spread over a wide area:
1. Monitoring of the humanitarian protection situation.
2. Providing professional advice to senior managers on protection situation and recommendations
3. Contribute to and influence operational planning.
4. Provide capacity building and institutional support for international and local organisations.
5. Impact of this role is significant within the country programme through improved emergency response capacity for local partner and Oxfam international
6. Influence managers, staff and volunteers in Oxfam and develop effective networks with external bodies.

Key Responsibilities

Situation Analysis and coordination

    * Work with programme and advisory staff in Abeche and the field to analyse and develop a shared understanding of protection issues (violence; coercion; deprivation)
    * Manage and mentor a team to successfully design, plan and implement protection related activities·
    * Work with programme and advisory staff to develop and implement protection and gender components of Oxfam's programmes in Chad. In this respect, the post holder will liaise closely with the Protection Advisor in HQ, the Programme Learning Support Advisor Gender Equity and Gender-Based Violence Lead , and the Programme Officers in Chad.
    * Liaise closely with the Humanitarian Advocacy Co-ordinator as well as the Media officer from Intermon Oxfam to ensure there is effective alignment of advocacy and protection at both strategic and operational levels.
    * Identify, liaise and build alliances with other agencies that are currently, or potentially, concerned with humanitarian protection at the country level.
    * As a member of Oxfam's Protection Peer Group, support the development of Oxfam's global protection work. This includes liaising with and supporting other Humanitarian Protection staff; contributing to the development of global materials and documenting the protection work carried out in Chad to facilitate cross-programme learning
    * Support the West Africa Regional Management Centre (RMC) to develop its Humanitarian Protection work when required
    * Be alert at all times to the security implications of engaging in protection activities, and to advise on programme security implications of any proposed protection initiative, ensuring that managers are sufficiently consulted
    * Participate actively in coordination meeting and protection cluster

 Programme

    * Strengthen the capacity of key staff to analyse situations in protection terms and to advise and assist in the development of strategies to address protection concerns throughout the programme cycle.
    * Advise Oxfam programme staff working on humanitarian protection and the application of relevant international law, specifically: human rights law, humanitarian law, and refugee law. This should include working directly with staff on analysis and programme design. It may also include targeted training initiatives as well as accompaniment, coaching and mentoring support for staff.·
    * Manage the programme budget and ensure expenditure follows Oxfam finance procedures and donor requirements·
    * Help develop and support community-based protection initiatives in the areas where Oxfam works to ensure that community members have access to accountable mechanisms for redress of abuses.·
    * In agreement with the line management, lead on the identification of specific "protection" policy and practise changes (PPCs) within Oxfam's Chad programme.
    * Research existing policies and practises and be responsible for the development and implementation of integrated strategies at local, provincial and national levels to deliver the changes identified.

 Reporting

    * To report regularly to the Country Director and the Programme Manaager on programmes (progress against objectives, budgets versus actual expenditure, on the humanitarian/security context, on protection issues for the displaced population, etc.)
    * Provide ad hoc updates on situation as and when necessary
    * Provide narrative reporting and financial accounting as appropriate (for both Oxfam GB and donors in appropriate formats).

Skills and Competence

Essential:

   1. Extensive experience working on protection issues in conflict, including proven experience of undertaking protection analyses in complex environments
   2. Proven experience working on protection issues in tandem with the delivery of humanitarian assistance and/or peace building/conflict reduction
   3. Comprehensive understanding of International Humanitarian, Refugee and Human Rights Law, Guidelines and Principles on Idps situation and other standards for civilian protection
   4. Experience in providing participatory protection training to a wide range of audiences
   5. Demonstrable experience conducting policy analysis and liaising with and lobbying international organisations and representatives of foreign governments
   6. Project management including budgeting skills and people management experience
   7. Familiarity with a rights-based approach to humanitarian assistance
   8. Ability to work independently to build on and develop the job, combined with the ability to work effectively as part of a multi cultural team in a context where joint planning and action are required
   9. Sensitivity to working within a divided society with political, religious or social tensions where human rights abuse, including sexual violence, is widespread
  10. Commitment to Oxfam's overall aims and beliefs, including equal opportunities and gender equity in all aspects of Oxfam's work
  11. Strong oral and written communication skills in French
  12. English is valuable
  13. Strong interpersonal skills and capacity for patience, tact and diplomacy combined with decisiveness and assertion when necessary
  14. Strong competencies for analytical and conceptual thinking
  15. Computer literacy
  16. Willingness to work flexible hours and to travel extensively, sometimes in insecure circumstances.

Desirable

   1. Knowledge of or willingness to learn Oxfam standards and systems and the Sphere Humanitarian Charter and Minimum Standards for Disaster Response as well as the Oxfam humanitarian protection approach.·
   2. Experience in working with the local NGO sector in developing countries, including the facilitation of skill transfer and capacity building
