Since 1998, IFES has implemented a capacity-building program in support of the professionalization of Nigeria’s electoral process. IFES is designing a program to further the consolidation of democracy in Nigeria through initiatives in the areas of election technical support, voter registration, and civic education.
Job Responsibilities:
• Review the legal, procedural and technology requirements to help define a set of problems and issues that should be addressed by the voter registration system.
* Advise INEC on options for appropriate systems for cleaning the current voter register or creating a new register.
• Analyze forms and information flow from the point of registration to the data processing unit and tracking mechanisms to ensure all changes are recorded in the voter registration database, and make recommendations for flow of paper and information.
• Advise INEC on any voter registration technology support required.
• Devise strategies for making registration data accessible to political parties and other stakeholders who will share responsibility for ensuring the accuracy and currency of the voter register.
Qualifications:
• Should be knowledgeable about the process of registering voters in a country with minimal information, communication or transportation infrastructure.
• Be familiar with appropriate information technology associated with the conduct of a registration exercise.
• At least seven years of relevant work experience directly related to technical assistance for electoral systems and processes.
• Professional, collaborative management approach with the ability to work as a member of an interagency committee.
• Demonstrated initiative and problem solving skill and results delivery.
• Ability to meet deadlines.
• Strong oral and written communication skills, ability to produce project reports, and fluency in English (written and spoken).
• Experience living and working overseas.
• Familiarity with political, economic, and social issues in Nigeria and the region and ability to work in a third world environment
• Bachelor’s degree required; Masters degree in a related field highly desirable.
• Successful candidate will be able to demonstrate maturity, sound judgment, cultural sensitivity and diplomatic tact.
