Human Resources & Admin Officer
Location: Freetown, Sierra Leone
Contract type: Open ended
Salary: Le 25,935,187.20 - 35,349,161.40 gross per annum
This is a National position therefore only citizens of Sierra Leone will be considered.
Dimensions
* Supervising/ monitoring resources within defined boundaries or a specialist area, which may include people, assets and/or budgets.
Providing support and advice to managers on areas of work covered in their remit.
* Provides support for and implements operational plans to agreed standards.
* Assists with the development of solutions to diverse and complex problems and develops solutions to more routine problems.
* Applies information received in a variety of formats primarily from internal source·
* Flexibility to anticipate and resolve challenges within the operational context.
* Impact of this role is significant within the department and could have some impact division(s)-wide.· Influence and contribute to the functional/ operational or specialist planning.
* Influence, managers staff and volunteers in Oxfam and develop effective relationships with external bodies.
Key Responsibilities
* To provide Human Resources information as the country's first point of contact on HR issues, liasing with Regional HR Manager in Dakar.
To advise management on the interpretation and implementation of staff Charters, Oxfam HR policies and Sierra Leone Labour laws and review country policy documents in consultation with regional HR Manager and CD to take changes into account.
* Maintain an overview of national and international staff management, including recruitment, contracts etc and ensure that Oxfam complies with local labour and tax law.
* Support programmes and field offices in conducting recruitment and selection procedures and provide regular updates and follow up on all recruitment with Regional Centre in Dakar.
* Support Managers with Human Resource development functions ensuring adherence to Oxfam's agreed corporate and West Africa regional parameters.
* To coordinate and support induction of new staff throughout the programme and monitoring probationary periods.
* Ensure the standard Oxfam procedures for consultancy agreements and consultancy contracts for programme development and management at all levels.
* Support in the practical implementation of the Performance Management system i.e. objective setting, Performance reviews and Performance development plans within all teams at all levels.
* Ensure close coordination with the Regional HR team to monitor and review policies and procedures to ensure that Oxfam complies with all legal employment obligations in line with the laws of the Government of the Sierra Leone.
* Develop links with other organisations specific to the local issues and ensure HR practices developed are in line with best practices.
* Support Partner organisations in setting up their HR systems in line with greed capacity building plans.
* Liase with the finance department on starters, changes and leavers to ensure timely payroll administration.
* Conduct annual salary surveys to facilitate development of competitive country salary scales.
* To manage the HR systems (GOLD, staff files, staff leave and country medical provisions, costs and records) to ensure that they are kept up to date and provide HR information as and when required.
* To process visas, work and residence permits, to ensure compliance with Sierra Leone immigration and labour laws and ensure the documents are filed appropriately.
* To monitor the medical scheme by scrutinising bills and prescription for possible irregularities, dealing with queries from pharmacies or doctors, undertaking periodic market surveys to keep track of the cost of drugs and other Medicare services.
* To ensure the implementation of Oxfam's gender and diversity policies in all aspects of human resource policy and practice.
ADMINISTRATION
* Develop and implement administrative procedures that ensure office Health and Safety in line with the Oxfam health and safety policy and guidelines.
* Oversee all office service provisions and ensure procedures are adhered to at all times.
* Authorise office purchases in line with Oxfam purchasing procedure.
* Supervise and performance manage Admin staff
Skills and Competence
* Qualifications up to first Degree level in Business Studies, Human Resources or equivalent.
* At least 2 years experience of human resource management, either in INGO, Local NGO or in private company.
* Good interpersonal skills, as role requires working with Oxfam staff and their dependants, doctors, pharmacies, consultants, prospective candidates for jobs, government departments and some external organisations.
* Clear verbal and written communication skills. Would be required to produce letters and reports and make presentations.
* Procedural Knowledge and application of knowledge on workforce planning, monitoring and communication.
* Proven track record in achieving results.
* Ability to handle confidential information.
* Excellent communication skills including English.
* Self-management skills.
* Ability to train and support staff .
* Substantial knowledge of the employment laws in Sierra Leone.
* Computer skills especially word processing, Excell are desirable.
* Demonstrated commitment to gender and diversity issues
