Job Description
The National Democratic Institute for International Affairs (NDI) seeks a former legislator or senior political staff member with significant experience at the state/province level to implement a USAID-administered program in Bayelsa State, Nigeria. Candidates should possess significant international experience and broad knowledge of legislative budget processes and oversight functions. The Resident Program Director will report to NDI’s Senior Resident Director for Nigeria. The position is based in Abuja, Nigeria, with frequent travel to Bayelsa State. The employment term is 12 months, with the possibility of an extension based on the availability of additional funding.
Background
The Government of the State of Bayelsa is interested in promoting greater transparency in state-level budget and procurement processes. The program is designed to strengthen the capacity of key officials within the executive and legislative branches of the Government of the State of Bayelsa to implement fiscal and procurement reforms and to exercise diligent oversight of public spending.
Required Skills
* Enhance the capacity of members and staff of the Bayelsa State House of Assembly to fulfill their legislative functions, particularly with regard to budget analysis and the oversight of public spending;
* Provide technical assistance to key executive branch officials in Bayelsa to implement the 2009 Public Procurement Act and pending fiscal responsibility legislation, once passed;
* Foster the development of stronger, mutually beneficial linkages between state government officials, state legislators and civil society organizations to increase the participation of community stakeholders in the budget and procurement processes;
* Maintain collaborative and constructive relationships with key partners within the Government of the State of Bayelsa and donor community;
* Manage and oversee day-to-day activities, assignments and workflow of program staff in Abuja and Bayelsa;
* Contribute to the design and oversee the implementation of NDI’s governance program in Nigeria;
* Collaborate with other NDI-Nigeria program teams to maximize cross-programmatic impact;
* Ensure that programmatic goals are achieved and operational and reporting requirements are adhered to;
* Draft timely field reports that measure and analyze program results and political developments;
* Oversee the reconciliation of program expenses in consultation with the Senior Resident Director.
