Within the context of the ILO's efforts to promote staff mobility, applicants should expect to take up different assignments (field and Headquarters) during their career. The desirable length of the assignment in this specific position is three to five years, following which period the incumbent should be willing to move to another assignment and/or duty station.

INTRODUCTION
The Specialist will be responsible for providing technical advisory services at the sectoral or programme level in the field of entrepreneurship and management development; advising on the preparation and up-dating of ILO strategies and programmes and related research and analysis; and offering technical advice on the design, implementation and evaluation of time-bound projects directed to providing specific forms of support to ILO constituents in the context of the Decent Work Country Programmes (DWCP).
Under the general supervision of the Director of the Decent Work Technical Support Team and in close coordination with the Directors of the other ILO Offices in the sub-region, the Specialist will be called on to participate in or lead country missions to provide technical support in the field of job creation and enterprise development. The Specialist will also work closely with the Job Creation and Sustainable Enterprise Department (EMP/ENTERPRISE) as her/his technical supervising department at ILO Headquarters. In addition, the Specialist may be required to provide similar services to other ILO's field Offices where his/her job creation and enterprise development expertise is needed.
The EMP/ENTERPRISE Department's work is focused around the following technical areas:
i. Policy, legal and regulatory reforms that support the development of an enabling environment for sustainable enterprises, and promote respect for workers' rights and gender equality.
ii. Policies and programmes in support of entrepreneurship development for employment creation, and poverty reduction. Special attention is given to the needs of young and women entrepreneurs as well as the transition of informal operators to formality.
iii. Policies and programmes that support the adoption of responsible and sustainable enterprise-level practices that enhance productivity, while integrating concerns for working conditions, environmental impact and labour-management relations.
iv. Policies and programmes in support of social economy enterprises and organizations, as cooperatives, microfinance institutions, micro health insurance institutions, etc..., to fight against social exclusion of disadvantaged people and strengthen pro-poor social protection schemes
v. Policies and programmes in support of socioeconomic reinsertion in post conflict situation.
vi. Policies based on the guidance provided in the ILO Tripartite Declaration of Principles concerning Multinational Enterprises and Social Policy in order to enhance the positive social and employment effects of the operations of MNEs.
Description of Duties
Specific Duties:
1. Analyze enterprise development and job creation problems and needs at national, sectoral and organizational levels within the context of the Decent Work Country Programmes (DWCP).
2. Advise government, employers' and workers' organizations and enterprise development institutions at the national and sub-regional levels in developing long-term strategy plans and identifying priority countries as well as major technical thrust areas for the programmes.
3. Assist in establishing overall priorities by country; identify the need for country sector analysis and participate in multidisciplinary development and review of DWCPs in the sub-region.
4. Develop strategic action programmes and prepare new project ideas and documentation of technical cooperation projects, taking into consideration the needs and priorities of the tripartite constituents at the national and sub-regional levels.
5. Carry out project identification, advisory and evaluation missions and project negotiation with governments, constituents and donor agencies.
6. Provide technical backstopping services and monitor project implementation in all the countries in the sub-region at all stages of a technical cooperation project cycle.
7. Undertake policy analysis and give advice to government, workers' and employers' counterparts to promote small and medium enterprises (SMEs) to help reconcile the requirements for broad-based and pro-poor economic growth and social justice in conformity with the relevant ILO standards.
8. Establish links and integrate work with Regional/Sub-regional institutions and offices for the purpose levering on economy of scale, knowledge management and promotion of entrepreneurship culture in the sub-region.
9. Plan and carry out comparative research on a wide range of enterprise development, including social economy enterprises and community based organizations, and job creation questions, and draft and publish such policy-oriented research papers, reports and monographs.
10. Contribute to preparation and deliver technical contributions to workshops, seminars and technical meetings.
11. Develop relations with national and international institutions dealing with problems of enterprise development and job creation and provide them with contributions and advice highlighting the ILO's position on specific questions under their consideration.
12. Undertake such other tasks and responsibilities as may be assigned by the Director. In this context and during the absence of director, the specialist may be requested to insure the Director's interim.
These specific duties are aligned with the relevant ILO generic job description, which includes the following generic duties:
1. Design and promote a wide range of special subject-matter-related programmes, This involves: re-analysis of complex or conflicting data, statistics and information or policy guidelines, in a manner requiring the advanced application of principles of a recognised technical specialisation.
2. Develop and review an institutional framework, in which social partners can best improve, implement and evaluate efficient and equitable ILO action programmes.
3. Provide policy advice to ILOs constituents on institutional strengthening, the application of ILO standards and the promotion of technical cooperation activities.
4. Formulate and submit project proposals and seek funding.
5. Evaluate the efficiency and effectiveness of the project activities.
6. Undertake technical advisory missions independently or in collaboration with Decent Work Technical Support Teams.
7. Conduct seminars, workshops and technical meetings and training courses.
8. Prepare draft recommendations and guidelines for discussion and adoption as ILO Recommendations or Conventions on related technical fields.
9. Write manuals and/or training guides on related topics.
10. Disseminate information on programmes through publications and, press releases, as well as ensuring representation at donors meetings, international, regional and national for a and advocacy campaigns.
11. Monitor and coordinate research carried out by junior technical officers and external collaborators.
12. Provide technical inputs to office documents (sectoral meetings, technical committees, regional meetings and conference reports).
13. Participate in tripartite reviews on technical cooperation activities and international meetings and conferences.
Required Qualifications
Education
Advanced university degree in management development, social sciences, business administration, industrial management or a related field, or equivalent experience.
Experience
Eight years' experience at the national level or five years at the international level in industrialized and/or developing countries in the field of enterprise and management development including the development, design and negotiation of technical cooperation projects.
Languages
Excellent knowledge of French and good working knowledge of English.
Competencies
Ability to synthesize research and reach empirically based conclusions on related subjects.
Provide seasoned advice on best practices, to address broader issues outside the field of specialization.
Formulate new concepts and methodologies; develop training materials, alternative courses of action, project proposals, policy, procedural matters and present them at high-level meetings.
Design and synthesize strategies for programme development in member States.
Produce reports (e.g. reports for regional conferences and ILC, technical publications, training manuals and draft resolutions) and evaluate and monitor technical cooperation activities and projects. The ability to work in a multicultural environment and gender-sensitive behaviour and attitudes are also required.
Job-specific competencies include:
-Proven communication skills, both written and verbal. Ability to conduct discussions and negotiate entrepreneurship and management development matters with government, employers' and workers' organizations, non-governmental organizations, UN sisters Agencies, development banks and with other agencies as well as top-level professionals in related fields.
Comprehensive knowledge and experience in project design, implementation and evaluation systems dealing with entrepreneurship and management development; knowledge of the ILO and UN procedures is an advantage.
The ability to work in a multicultural environment and gender-sensitive behaviour and attitudes are also required.
Develop training materials, alternative courses of action, project proposals, policy, procedural matters and present them at high-level meetings; design and synthesize strategies for programme development in member States; produce reports (e.g. reports for regional conferences and ILC, technical publications, training manuals and draft resolutions) and evaluate and monitor technical cooperation activities and projects.
Ability to prepare ILO strategy reports in the related field for programme development; the ability to provide policy advice, to manage large projects and to coordinate activities among projects.

Proven capacity to work on own initiative as well as co-operate as a team member.

- Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules.
