Within the context of the ILO's efforts to promote staff mobility, applicants should expect to take up different assignments (field and Headquarters) during their career. The desirable length of the assignment in this specific position is three to five years, following which period the incumbent should be willing to move to another assignment and/or duty station.

INTRODUCTION
Under the supervision of the Director of the ILO Country Office for Zambia, Angola, Malawi, Mozambique and Sao Tomé and Principé, based in Lusaka, Zambia the Programme Officer will closely collaborate in the overall management of the office and will be responsible for providing technical advisory services; programme and project development support; as well as support for the formulation, implementation and monitoring of Decent Work Country Programmes in the countries covered by ILO. In addition, the Programme Officer will serve as focal point for the Portuguese speaking country or countries covered by ILO Lusaka.
He/she will report directly to the Office Director and receive technical and programmatic guidance and advice from the relevant technical units at ILO Headquarters (Geneva) as well as the Regional Office for Africa. He/she will work in close cooperation with the technical specialists in the relevant Decent Work Technical Support Teams covering the sub-region.
Description of Duties
Specific duties:
1. Supervision of the work of the Programming, Finance and Administration (F&A) unit.
2. Support the formulation, implementation and monitoring of DWCPs in consultation with social partners and other stakeholders.
3. Support the formulation, implementation and monitoring of technical Cooperation proposals and ensure their conformity with Office and DWCP priorities.
4. Maintain close working relations with the authorities and social partners in the countries covered by ILO Lusaka Office.
5. Promote cooperation with United Nations Country Team and represent the ILO in joint UNCT initiatives and task teams, including the preparation and implementation of UNDAFs and joint programmes, in the countries covered by ILO Lusaka Office.
6. Coordinate and organize technical and management support missions from the ILO Decent Work Team based in Pretoria, the Regional Office, ILO Headquarters (Geneva) and development partners.
7. Assist the Director in preparing the Office work plan based on the DWCP Outcomes to be achieved and the biannual Programme and Budget proposals.
8. Responsible for coordinating timely inputs into the Strategic Management Module of IRIS as required for the Implementation Planning and the biennial Programme Implementation Report.
9. Support programmes in applying results-based programming and management tools. Ensure sound logical frameworks are applied to the DWCPs and project documents.
10. Carry out other functions as directed by the Director.
These specific duties are aligned with the relevant ILO generic job description, which includes the following generic duties:
1. Plan and conduct analyses of specific programme proposals and activities to ensure conformity with the organization's programme and budgetary objectives.
2. Provide information on programme priorities, assist technical programmes with the preparation of programme proposals, analyze and comment on proposals to serve as a
basis for decision-making, discuss proposals with programme managers and finalize text.
3. Examine programme and budget proposals, and evaluate priority in accordance with overall programme and budgetary objectives as well as long-term planning. Draft reports based on these analyses with recommendations for acceptance or revision of budget proposals.
4. Monitor implementation of approved programmes, propose changes to priorities, approach and allocation of resources. Evaluate and recommend approval of programme changes. Participate in resources adjustment and review exercises.
5. Provide oversight and supervision for financial and administrative procedures and transactions.
6. Contribute to the preparation of programme implementation and activities reports, governing body reports and medium-term plans on the basis of contributions from technical programmes.
7. Participate in in-depth studies of long-term policy issues by collecting and analysing data. Organize and conduct briefings.
8. Participate in training seminars and workshops as a resource person, and represent the unit in meetings and working groups.
9. May supervise general service staff.
Required Qualifications
Education
Advanced university degree, or a first level degree and a recognised professional qualification, in economics, business or public administration, social science or other related field.
Experience
Five years of professional experience in programme management at the national level, or three years at the international level. A previous experience in the ILO or another international organization would be an asset.
Languages
Excellent command of English and Portuguese, and good knowledge of another working language of the ILO (French or Spanish)
Competencies
Excellent analytical skills. Ability to prepare high quality and technically sound reports. Good knowledge of financial practices and principles. Good knowledge of the programmes and operations of the organization. Good knowledge of programme formulation, administration and evaluation techniques and practices. Good knowledge of ILO's financial and administrative procedures. Ability to justify requirements and approaches to problem resolution. Ability to resolve complex problems. Ability to supervise staff. The ability to work in a multicultural environment and gender-sensitive behaviour and attitudes are also required.

APPENDIX II CONDITIONS OF EMPLOYMENT
- Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules.
- The first contract will be issued for a twelve-month period (for Geneva-based positions) and a twenty-four month period (for non Geneva-based positions)
- A successful external candidate will be on probation for the first two years of assignment.
- Any extension of contract beyond the probation period is subject to satisfactory conduct and performance.

In the absence of exemption, in most cases tax paid will be reimbursed in accordance with an ILO document which will be supplied upon request.
While the successful candidate will be initially working in Lusaka he/she may be assigned to any duty station designated by the Director-General of the ILO.
