Within the context of the ILO's efforts to promote staff mobility, applicants should expect to take up different assignments (field and Headquarters) during their career. The desirable length of the assignment in this specific position is three to five years, following which period the incumbent should be willing to move to another assignment and/or duty station.

INTRODUCTION
The Specialist will be responsible for providing technical advisory services, including provision of technical advice on social dialogue, labour administration and labour inspection; technical analysis of developments, issues and problems in labour law, industrial relations and labour administration, including labour inspection, in support of technical advisory services; advising on the preparation and up-dating of ILO strategies and programmes and related research and analysis; and technical advice on the design, implementation and evaluation of time-bound projects directed to providing specific forms of support to ILO constituents.

Under the general supervision of the Director of the Decent Work Technical Support Team for West Africa based in Dakar, and in close coordination with the Directors of the other ILO Offices in the sub-region, the Specialist will be called on to participate in or lead country missions to provide technical support in the field of social dialogue and labour administration.

The Specialist will work closely with the Social Dialogue (DIALOGUE) as her/his technical supervising department at ILO Headquarters (Geneva). In addition, the Specialist may be required to provide similar services to other Decent Work Technical Support Teams where expertise in social dialogue and labour administration does not exist.
Description of Duties
Specific Duties:

1. Formulate strategic work plans in the areas of labour relations, labour administration and labour inspection, taking into consideration the needs and priorities of the tripartite constituents at the national and sub-regional levels.

2. Provide technical advice at policy-making levels on matters pertaining to social dialogue and labour administration, to promote systems of collective bargaining and labour dispute settlement which help to reconcile the requirements of economic efficiency and social justice in conformity with the relevant ILO standards.

3. Initiate, design, supervise and conduct appropriate analytical work on aspects of labour administration/labour inspection needs, especially for countries in transition to a market economy.

4. Plan and carry out comparative research on a wide range of social dialogue and labour administration questions, including at sectoral level, and covering, inter alia, employment security regulation and labour market flexibility, public service labour relations, collective bargaining, labour disputes settlement, with particular attention to the interrelationships between legal regulation, industrial relations practices, labour administration and labour markets.

5. Contribute to the formulations, design and operationalization of labour market adjustment policies, primarily through leading or participating in projects to develop such strategies based on tripartite machinery and consensus.

6. Advise government as well as workers' and employers' organizations on labour administration and labour relations, including at sectoral level, particularly in connection with relevant aspects of good governance, dispute resolution mechanisms, privatization, enterprise restructuring, labour regulations and gender issues.

7. Establish links and integrate work with Regional/Sub-regional institutions and offices.

8. Draft and publish policy-oriented research papers, reports and monographs.

9. Give lectures to and conduct seminars, workshops, and round-table discussions on topical issues on labour relations for the tripartite constituents.

10. Undertake other tasks and responsibilities as may be assigned by the Director.

These specific duties are aligned with the relevant ILO generic job description, which includes the following generic duties:

1. Design and promote a wide range of special subject-matter-related programmes. This involves analysis of complex or conflicting data, statistics, information or policy guidelines in a manner requiring the advanced application of principles of a recognized technical specialization.

2. Develop and review an institutional framework, in which social partners can best improve, implement and evaluate efficient and equitable ILO action programmes.

3. Contribute to policy formulation and provide policy advice to ILO constituents on institutional strengthening, the application of ILO standards and the promotion of technical cooperation activities.

4. Develop project design, review proposals, formulate, revise and submit project proposals and negotiate funding.

5. Evaluate the efficiency and effectiveness of project activities.

6. Undertake technical advisory missions independently or in collaboration with other specialists.

7. Conduct seminars, workshops and technical meetings.

8. Prepare draft recommendations and guidelines for discussion and adoption as ILO recommendations on related technical fields.

9. Write manuals and training guides on related topics.

10. Disseminate information on action programmes through publications and press releases as well as ensuring representation at donors' meetings, international, regional and national fora and advocacy campaigns.

11. Monitor and coordinate research carried out by junior technical officers and external collaborators.

12. Provide technical inputs to office documents (sectoral meetings, technical committees, conference reports, Director-General's reports to International Labour Conference).

Required Qualifications
Education
Advanced university degree, preferably in industrial relations, law or social sciences with specialization in social dialogue, labour law, labour relations and/or labour administration.
Experience
Eight years' experience in the fields of industrial relations and labour administration at national level or at least five years at the international level. Proven experience in research work and training in these same fields.
Languages
Excellent command of French and good working knowledge of English.
Competencies
Ability to synthesize research and reach empirically based conclusions on related subjects; provide seasoned advice on best practices, to address broader issues outside the field of industrial relations; formulate new concepts and methodologies; develop training materials, alternative courses of action, project proposals, policy, procedural matters and present them at high-level meetings; design and synthesize strategies for programme development in member States; produce reports (e.g. reports for regional conferences and ILC, technical publications, training manuals and draft resolutions) and evaluate and monitor technical cooperation activities and projects; ability to prepare ILO strategy reports in the related field for programme development; the ability to provide policy advice, to manage large projects and to coordinate activities among projects. Proven communication skills, both written and verbal. Team player with proven experience in the ILO and/or related international experience. Ability to conduct discussions and negotiate labour administration and social dialogue matters with governments, employers' and workers' organizations, non-governmental organizations, UNDP and other UN agencies, and development banks as well as top-level professionals in related fields. Comprehensive knowledge and experience in project design, implementation and evaluation systems dealing with labour relations and labour administration; knowledge of the ILO and UN procedures is an advantage. Initiative, mature judgement, ability to assume and discharge responsibility and to supervise other subordinate officials.

The ability to work in a multicultural environment and gender-sensitive behaviour and attitudes are also required. Proven capacity to work on own initiative as well as cooperate effectively as a team player is essential.

APPENDIX II CONDITIONS OF EMPLOYMENT
- Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules.
- The first contract will be issued for a twelve-month period (for Geneva-based positions) and a twenty-four month period (for non Geneva-based positions)
- A successful external candidate will be on probation for the first two years of assignment.
- Any extension of contract beyond the probation period is subject to satisfactory conduct and performance.

Other allowances and benefits subject to specific terms of appointment:

Recruitment is normally made at the initial step in the grade.

The Director-General reserves the right to appoint candidates at one level below the grade of the advertised post.
Salaries and emoluments are exempt from taxation by the Swiss authorities and, on the basis of international agreements or national law relating to presence or residence abroad, are generally exempt from taxation by other governments. In the absence of exemption, in most cases tax paid will be reimbursed in accordance with an ILO document which will be supplied upon request.

While the successful candidate will be initially working in Dakar he/she may be assigned to any duty station designated by the Director-General of the ILO.
