United Nations Development Fund for Women (UNIFEM) Nigeria - Programme Associate

Background
The United Nations Development Fund for Women (UNIFEM) Nigeria has been steadfast in supporting the three tiers of government in Nigeria to formulate and implement laws and policies aimed at, promoting gender equality as well as women empowerment and supporting state mechanisms to be more responsive and accountable to gender equality and women's human right. UNIFEM has built and strengthened the capacity of and voice of vulnerable groups of women and women's mainstream development processes and advocate for initiatives that promote women's empowerment in the political, economic, social and cultural spheres.
UNIFEM Nigeria Office requires the services of a Programme Associate to provide support towards the achievement of the above mentioned commitments and mandate in the country. The Programme Associate will provide programme support functions, including follow-up in the areas of work such as programme and budget monitoring for Planning, Monitoring and Evaluation of all UNIFEM Projects as well as Communication.
Duties and Responsibilities
Under the direct supervision of the National Programme Officer, the Programme Associate will perform the following duties:

1.
 Support to program management and implementation
• Conduct all relevant researches for the Country Office strategic planning needs: in particular for the elaboration of the Strategic Plan; coordinates the collection of background papers, agenda proposals, reports, policy papers, training information and other material required for the strategic implementation of the office programme
 
• Monitors project/programme activities by reviewing a variety of records, including progress reports, project inputs, budgets and financial expenditures. Prepare periodic report required for programme management and monitoring,
 
• Assists in the identification and formulation of development co-operation programmes and projects and participates in the preparation of draft proposals and donor reports as well as project documents. Maintains, processes and analyses information on subject matters relevant to Gender Equality and Women Empowerment.
• Participates in the preparation of annual work plan and office work plan, quarterly work-plans and achievement report. Drafts relevant sections (implementation status) of donor, annual and other reports as required by the Country office, Regional and/or Headquarters
 
• Assists the programme staff in managing relevant Programme files, and drafting responses to correspondence for approval by the UR and UR's signature. Keeps a database of partners, women organizations, and NGOs with interest in promoting gender equality In public policy and ensuring their Implementation
 
• Participates in follow up visits to project sites and the conduct of end-use monitoring of projects and other inputs to partners.
• Contributes to the preparation of training and workshop materials, briefing kits and assists in facilitation as required.

2.
 Efficient financial, administration and operational support,
• Supports the recruitment of consultants, drafts TORs, ensures budget availability, initiates request for contract, verifies requests for payments and ensures preparation of various consultant evaluations Organizes training programmes and workshops for the programme team as required, oversees logistics, documentation, preparation/review of budget and authorization of expenses;
• Performs oversight functions pertaining to administrative (budget management, and procurement) as well as logistic arrangement for workshops including liaising with participants/facilitators etc., on travels, visas, reservations and claims, as well as the smooth operation of the country Office,
 
• Arranges for review, recording and administrative processing of government requests for assistance and follow-up of process in the Atlas. Tracks and ensures timely processing and retirement of financial assistance to partners, verify accuracy of computation, authenticity and completeness of documents and that they meet the acceptable accounting standards. Meet with counterparts to resolve bottlenecks.

3.
 Knowledge building and communication support 
• Provides communication assistance to support UNIFEM's mission to give visibility to UNIFEM as a specific UN agency among the UN family and tell the story of UNIFEM cooperation to a wide audience. Develops and produces Newsletter. Press Releases as well as produce media kit.
• Ensure regular communication and exchange with key programme partners, including the national partners, UN agencies, multilateral organizations, women's networks, and others involved in gender budget initiatives. Provides media (electronic and print) coverage for UNIFEM-planned and related programme activities; keeps database of media contact and for Public relations and protocol services
• Prepare and routinely update background material on substantive thematic and cross-cutting areas relevant to the Country Office's strategies by conducting literature search and press reviews; monitoring current debates; providing inputs to papers and reports.
 
4. Support for resource mobilization
 
• Identify core advocacy concerns, including resource requirements, and contribute key messages to broader advocacy initiatives of the Country Office
Reporting requirements
• The Programme assistant will work in close consultations with, and under the direct supervision of the National Programme Officer.
• Written communication in UNIFEM's name shall be first cleared by the UR or, in her absence, the officer in charge.

Required Skills and Experience
 
Education
• A minimum of a University degree or its equivalent in Business Administration, Economics, Development studies, Social Sciences and related field.
• Conversant with computer applications especially in Microsoft Word, PowerPoint, and Excel; Uses Information Technology efficiently as a tool and resources
• Experience in working with the Government, Local Government Authorities, the UN, and NGOs/CBOs
• A minimum of 5 years of progressively responsible experience for work focused on gender and development
• Knowledge of UN IF EM procedures/policies is an added advantage.
