TEAMS PURPOSE: To support raising funds for Oxfam'sprogrammes in the region; to ensure quality and consistency in relationships with institutional donors; and to support programme teams and regional offices in planning and managing their funds JOB PURPOSE: As part of the Dakar-based Regional Programme Funding Team and in collaboration with the Oxford-based Programme Funding Department staff, identify new donors and support Country Programme Teams in contract management and maintaining relations with established donors - humanitarian and development, as appropriate within the regional funding devolution framework. Provide specialist information internally and externally to donors in order to maintain and increase levels of funding within the West Africa region and assist the Regional Programme Funding Manager in achieving the objectives of the regional funding strategy. REPORTING LINES: Reports to Regional Programme Funding Manager (RPFM) DIMENSIONS: BUDGET RESPONSIBILITY: None § Manage existing significant processes § Manage projects at regional level § May involve line management and guidance of Level D's, E's, F's/volunteers/agency staff. § Resolve diverse problems with impact in defined area. § Collate information from a defined range of sources (external and internal). § Impact is on unit/beneficiaries and donors to a significant degree. § Deals with people both externally and internally to influence adherence to Oxfam or to internal ways of working § Frequent internal/external negotiation
Key Responsibilities Essential§ Three years experience of raising funds from DFID, EU and other institutional donors, in particular humanitarian donors such as OFDA, ECHO, UNHCR, WFP § High level numeracy, budgeting, financial reporting and IT skills § Works effectively with others in a team situation to achieve fundraising targets § Organisational awareness - understanding how to get what information and who to keep informed § Good communication skills - both written and verbal; experience of writing proposals and reports § Experience of capacity building non-funding staff in all aspects of funding and contract compliance § The ability to support and the ability to know and flag when support is not working. § Ability to represent Oxfam to donors and external institutions § Influencing skills and tenacity § Good administrative skills and ability to follow departmental procedures § Educated to degree level § Fluency in written and spoken English; excellent written and spoken French Desirable
Others: Knowledge or experience of Oxfam's programme work an advantage.
