IFRC: DISASTER RESPONSE AND FOOD SECURITY DELEGATE



Purpose of position:
The Disaster Response and Food Security delegate works as part of the country Federation team and is accountable, under the direction and guidance of the Program Coordinator, for leading and managing the disaster response operations with the Chadian Red Cross (CRC) in the Lac, Kanem and Bar El Gazal regions. The Disaster Response and Food Security delegate also works in a wide range of response preparedness activities. He/she will be specifically responsible for studies related to post distribution monitoring and Food security monitoring.
The Delegate will ensure that rapid, professional and well coordinated response against the food crisis in the Lac, Kanem and Brah El Gazal regions is provided by the NS.
Description of Duties:
Assist the CRC to implement an effective response to the food crisis in the Lac, Kanem and Bahr El Gazal regions,
Assist CRC in planning, coordinating and monitoring activities relating to the operation of assistance for victims of food crisis in three regions targeted by Red Cross of Chad with the Federation support;
To support the national society in training of volunteers from the Red Cross and community leaders involved in the operation;
Assist the NS in the preparation, organization and evaluation of general food distribution sessions in the three targeted regions;
Support the NS in the planning, coordination, monitoring and evaluation of activities improving agricultural production and supported by the food for work or Cash for work strategy;
Assist the NS in the planning, coordination and monitoring of distribution of blanket feeding, including early detection of malnutrition cases;
Plan, coordinate and monitor the post-distribution monitoring studies and monitoring of food security in areas of operation;
Oversee the processing, data capture and analysis of results of these studies;
Prepare the report and publish the results of these studies;
Manage disaster response food crisis operation and actively manage plan, outcomes/deliverables and dependencies
Prepare accurate and timely reports in accordance with Secretariat requirements, formats and standards.
Coordinate Federation activities on disaster response with Red Cross partners, UN and other agencies to ensure adequate preparedness and appropriate, efficient and timely response on the field.
Lead and coordinate the International Federation's support to the National Society in preparedness for response in coordination with key stakeholders.
Support national society contingency planning in close co-ordination with other key humanitarian organizations at regional and country level.
Define and determine role of team members, including specific roles and responsibilities for each member.
Promote and help to facilitate the continual training of NS' human resources.
Represent the Federation to authorities, ICRC, OCHA and other UN agencies, and other international and national organizations within the mandate of the key tasks and responsibilities set in this job description.
Duties applicable to all staff:

Required Qualifications
Education:
Basic Delegate Training Course or equivalent knowledge
Bachelors degree in a relevant filed
Experience:
3 years minimum work in international disaster response operations
3 years minimum work experience in Food security.
Practical experience in conducting surveys plus at least three studies on the food security monitoring
5 years project management, programming in disasters
3 years minimum in managing & supporting local and international staff
expereince in finance management, preferred
3 years of working for the Red Cross/Red Crescent or membership organization, preferred
Skills:
Excellent computer skills (Windows XP, spreadsheets, word-processing, databases and other programmes and other stastical softwares)
Valid international driving licence (manual gears)
Project management certification, preferred
Languages:
Advanced level of French
Good working knowledge of English
Good working knowledge of Arabic, preferred
